The City Attorne� �ill also need authority from the <br /> C�ty' Council to hire an appraiser in order to acquire the property. The City Attarney stated <br /> � that Mr. Lebsack had contacted the present owner, Mr. Cassella who was not convinced of the <br /> �"' necessity to install storrn drainage on this property. From this conversation it appears <br /> that conde�ation suit will be necessar�. C3ty En�ineer Jain is still of the opinion that <br /> the drainage system in the vicinity of Carleton Tract is inadequate and the proposed drain- <br /> ,�• age program is very necessary to protect the property in question. After further discussion <br /> � Mayor Herkner appointed a committee consist3ng of the City Attorney, the City En�ineer and <br /> Councilman Royer to meet with Mr. Cassello on Wednesday afternoon, December lst. Col. <br /> Weiss addressed the Council in an effort to secure full informa.tion� on the sub�ect and the <br /> details were eacplained by the City Engineer and Ci�y Attorney. Mr. Jain also advised that <br /> the proposed easement w ould be necessary for a water lins extension to bolater the present <br /> system serving ad�acent areas, the cost of this additional uss to be paid for by the City. <br /> Councilman Granger moved that the committee mentioned above be authorized to proceed in, an <br /> effor� to reach an agreement with Mr. Casssllo. 11Qotion seconded by Councilman Britschgi <br /> and carried. � <br /> CITY ENGINEER REPORT ON BAYSHORE HIGHWAY FREEWAY. Mr. Jain has reviswed the proposed agreement <br /> with the Traffic Study Committee and has checked further with Mr. Joseph Sinclair, District <br /> Engineer. In Mr. Jain�s opinion the proposed agreement and planned map as submitted are <br /> �� <br /> reasonable and m;eet the conditions previously suggested to the State Highway Department in <br /> � � regard to access roads, etc. Mr. Jain recommended that the agreement and plan be- approved <br /> by the City Council at an. early date as requested by the Highway Department. Mr. Thomas <br /> Tuite, Jr. addressed the Council stating-his opiniona regarding cloverleaf entrances to <br /> the City. He° advocates the� cloverleaf to enter at Yiopkins Anenue instead of Whipple and <br /> at Manzanita instead of Spruce. Mr. Tuite gave his reasons for t he suggested changes, the <br /> sit�zation on Whipple whereby traffic will be routed past the Lincoln- School and the Sequoia <br /> Hospital. His su�gestion� regarding the change from Spruce to Manzanita contained a proposal <br /> to straighten out Woodside �oad intersecti.on with E1 C amino Real. In the diseussion that <br /> followed the general consensus of opinion was that this matter had been thrashed out several <br /> times over a considerable period of time and it was thought that the Council had assured <br /> the State that the plan as now submitted �ras acceptable. Councilman Granger called atten- <br /> "� tion to the statement of the Highway officials that suggestions from anyone would be given <br /> � full consideration. After City Engineerts stateraent that an add3.tional week would not de- <br /> lay the matter too long, Councilman Britschgi moved ma.tter be throughly studied at a study <br /> meeting Tuesday, November 30th, seconded by •Councilman Jones and carrie d. - <br /> �,.,,, CITY MANAGER ROLISON'S REPORT ON RUBBISH- PICK-UP. REQUEST OF WON�,fiT'S CLUB. Citg Manager's <br /> � study revealed that the initial investr�ant and the annual operating cost appeared to be <br /> excessive and� would result in a substantial increase in the tax rate. Mr. Rolison recom- <br /> mends that every effort be made to continue on a private basis whereby the contraetor as- <br /> sumes full responsibility to satisfactory disposal and each individual pays in direct pro- <br /> � portion to the particular benefits received.
