Motion seconded <br /> by Councilman Britschgi . Councilman Jones stated that he was not against putting <br /> these jobs out to contractors , but he did object to such a program eleminating any <br /> City employee or in replacing some regular employee who would be idle and thus cause <br /> � <br /> waste of public funds . Mayor Granger stated the posibility of placing a member of <br /> �J <br /> the Union on the City payroll if such could be done legally. Motion carried. Mr. <br /> Serfozo agreed to contact City Manager Rolison within a few days to discuss the <br /> matter further. <br /> CITY ENGINEER AND CITY ATTORNEY'S REPORT ON INDUSTRIAL WAY. City Attorney Currie reported � <br /> that he was waiting for title reports to be brought up to date which would indicate � <br /> which property would be needed� who owns the same and t he price. He anticipated this <br /> information would not be available for possibly two weeks or more. City Engineer <br /> Jain advised that plans were being prepared by Mr. Ed Smith who will confirm his <br /> understanding in a letter to the City Council within the next few days and would meet <br /> with the City Attorney for discussion of the division of work between his office a�d <br /> the City Attorney ' s office as to right-of-wa,y acquisition work and costs . The City <br /> Clerk read into the record the following letter from Mr. Smith to the City Engineer <br /> Jain. <br /> "Confirming our recent conversation, I have the following to report on the <br /> im�rovement of Industrial Way in Redwood City. <br /> I will prepare plans , specifications, assessment and assessment diagram at <br /> the fees proposed in my letter of November llth. <br /> The land acquisition will be handled by the City attorney� using descriptions <br /> and appraisal material previously secured by the City of San Carlos . Payment <br /> to the City of San Carlos for such data will be in proportion to the number <br /> of parcels involved in Redwood City and San Carlos. <br /> Based upon the most recent revision of the plans, the estimated cost of work <br /> is as listed below: <br /> Construction � 75�000.00 <br /> Engineering and Incidentals 10�000.00 <br /> Land Acquisition �8 ,000.00 <br /> Total � 123�000.00 <br /> Gas Tax Contribution �0,000.00 <br /> Assessment $ 93�000.00 <br /> The above figures would result in an assessment of almost �55.00 per front foot <br /> before land credits . The land credits reduce the assessments by variable <br /> amounts running from �5.00 to as much as .�35.00 per front foot with an average <br /> of about ;y�.00 per front foot. <br /> The assessments seem quite high to me compared with the j�30.00 assessments in <br /> San Carlos. Any additional contribution by the City of Redwood City would <br /> reduce the assessment rate �1.00 per front foot for each �1700.00 contributed." <br /> City Attorney Currie stated further that it would be necessary for the City Council � <br /> to decide whether or not the City would stand part of the costs , the amount of land � <br /> necessary, and the question regarding the bridge crossing the Cordilleras Creek. <br /> The excessive cost of the proposed improvement was partly due to the fact that one <br /> side of the street only would be assessed, the residential area being excused. � <br /> �30�000 would be provided from Gas Tax Funds. Mr. Ubaldo Berni of the Acme Machine ,,,� <br /> Company again appeared stating that he was being severely handicapped through the <br /> delay in the handling of this matter. He was assured that everything possible was <br /> being done to expedite this matter. Councilman Royer moved that the City Manager <br /> contact Mr. Ed Smith and ascertain when plans and specifications can be expedited, <br /> motion seconded by Councilman Jones and carried. Mr. Berni would be advised when <br /> the information will be available. Placed on agenda for February 8th. <br />
