Britschgi , Sidney D. <br /> Herkner� Paul Jones, William H. Royer� Robert V. Spillers , Christine Tinney� Mayor <br /> Floyd D. Granger and City Clerk R. S. Dodge. Also present were: City Manager E. A. <br /> Rolison, City Attorney C. B. Gurrie, Administrative Assistant Orrin Wendling� Fire � <br /> Chief J . L. Lodi , Police Chief Stanley Wood, Assistant Water Superintendent Richard � <br /> Seemel, Building Inspector L. M. Duncan, City Collector Paul E. Hanlevr� Hiram �tout and <br /> ., � <br /> Irving Gold from the Park and Recreation Commission. � <br /> THE MII�IUTES 0�' �EBRUARY lst were approved as mailed on motion of Councilman Jones , seconded <br /> by Councilman Britschgi and carried. <br /> FUBLIC HEARING PROPOSED EXCHANGE OF HAWES PARK No. 2 FOR SCHCOL PRGPERTY. CIT�: Clerk Dodge <br /> advised that 105 notices were mailed to the adjacent property owners . Mr. R. W. Fields � <br /> representing the Highlands Community Club, appeared to speak in favor of the proposed <br /> exchange� while Mr. M. Hildreth� residing in the area� appeared against the exchange. <br /> Councilman Jones moved the hearing be closed, seconded by Councilman Herkner. <br /> Mr. Truman Waterman, 1106 Johnson Street, spoke in opposition� claiming that a school <br /> in the area would decrease value of property. Mr. Waterman suggested that the school <br /> authorities locate the building site further up Roosevelt Avenue. <br /> Mr. Andrew Spinas , Superintendent of Elementary Schools , stated that the need for this <br /> location was very great, that considerable money could be saved to both the School and <br /> City authorities by the exchange which would result in the City' s obtaining satisfac- <br /> tory site at Goodwin School as well as retaining the area known as Hawes Park No. l. <br /> Mr. Spinas had a tentative plan indicating a proposed building which would contain <br /> approximately fourteen class rooms and would eventually be used as a seventh and <br /> eighth grade school. <br /> The Real Estate Cornmittee was of the opinion that the proposed trade would result in <br /> obtaining property at least equal in value and would take care of the need for addi- <br /> tional play area in the new location. Councilman Herkner commented on the recent <br /> proposal of five acres for which there was no money available� however, this exchange <br /> would result in securing 2-1/2 acres with no "out of pocket cost" to the City. Coun- <br /> cilman Royer stated that the installation of the sprinkler system at Goodwin School <br /> now underway would practically offset the loss of improvements at Hawes Fark No. 2. � <br /> He also called attention to the lighting of Hawes No. 2 which was inadequate and `"'� <br /> interfered somewhat with the lighting of Hawes Park No. l. <br /> There followed discussion regarding the use of Hawes Park No. 1 for School Play area <br /> and the question as to whether or not the use of the softball park would result in � <br /> damaged turf. It was the opinion of Mr. Alfred Morton, Recreation Director, that use ,,,� <br /> of the field could be continued so as to not interfer with the sprinkling and would <br /> not result in any appreciable damage. Mayor Granger stated that if the Council were <br /> ready to vote to close the public hearing� he did not feel the�r should take any <br /> further action until the school produces some sort of plan indicating their desires. <br /> Mr. Thomas Giuffre of 1191 Johnson Street, Joseph Koppal� 1160 Johnson Street, Warren <br /> Whiteside, Carolina Avenue and Mr. Erwin of 1122 Lyons ctreet, appeared against the <br />
