The City Clerk read a <br /> letter from the Park and Recreation Commission recommending to the City Council that the <br /> intent of project be accepted, the matter of funds to cover the expenses of turfing the <br /> area to be decided. Mr. Fred Seibert� representing the Highlands Community Club� spoke <br /> in favor of the proposed plan. City Engineer ' s office submitted an estimate of cost to <br /> install three water lines wi_th sprinkler heads, turfing and planting at �6,2'74, the <br /> amount to cover all expenses other than the cost of grading. Councilman Spillers sub- <br /> p.. . <br /> mitted figures based on two water lines, totaling �4,635, which figures cost of sprinkler <br /> � : <br /> system� planting and maintenance. Then followed a discussion of costs , however� it was <br /> decided that the discussion was getting nowhere and Councilman Jones stated in his <br /> opinion that matters,, should be set aside for a study meeting� and he so moved. Mr. Leonard Tornell � Westwood Terrace <br /> Improvement Club, questioned the delay, it being his opinion that the figures presented <br /> by the Engineering Departmet were acceptable. Councilman J�nes stated that in his <br /> opinion total cost was still an unknown quantity� the cost of grading sti11. to be de- <br /> cided and that until this figure is known he was in no position to reach a decision. <br /> Mr. Tornell was stil) of the opinion that the information at hand was sufficient and <br /> the Council should make a decision imrriediately. Councilman Britschgi stated that he <br /> had gone over the area and had found the right-of-way in a "very nessy condition" and <br /> would require immediate cleaning up. He further stated that in his opinion considerable <br /> �,,, ,� <br /> grading would be necessary in certain spots , also that there would be a drainage problem <br /> �. , <br /> in order to eliminate possibility of flooding adjacent �roperty. <br /> Councilman Spillers advised tr�at he had been in ccntact with Mr. George Davis of the <br /> San Francisco Glater Company who stated that he would be happy to send a power gracaer to <br /> '""`" level off part of the area. Engineer Moen stated that power grader could not be used <br /> �,,_� as an earth mover bu,t would �erely smooth off the top of the ground. <br /> Ralph Elliott� 1240 Connecticut Drive, Westwood Terrace Improvement Club� was of the <br /> opinion that the employees of the 4Jater Department should make the spri.nkler installa- <br /> tion without extra cost to the project. Mr. James Gleason of Carolina Avenue, also <br /> urged prompt decision. Mr. Tornell requested that the Council meet and study the matter <br /> this week so as to come to some decision by next Monday evening. Councilman Herkner <br />
