`e be turfed and seeded at this time without install_ing sprinklers which coulc be under
taken at a later date if the project proved to be successful . Councilman Jones called atten-
tion to the fact that the present budget did not include funds for the entire project,
but that he facored the compromise .
Councilman Royer was of the opinion that the area now under consideration was a most
desirable one and would take care of two or three blocks in the vicinity. His thought

was that later on we could take in the area now bein used by the contractors which
wr
would take care of t he additional twc or three blocks . The balance of the right-of-
way should be cleaned up immediately.
Mr. Leonard Tornell., representing the Westwood Terrace ImFrovement Club, addressed the
Council stating his disappointment in the reduction of the area originally consi.dered
but stating his understanding of previous commitments and priority. Mr. Tornell re-
quested that immediate steps be taken to the end that the entire right-of-way be cleaned
up dangerous culverts eliminated and the weeds abated.
Councilman Herkner called attention to the matter of drainage and realuested that this
matter be discussed with the San Francisco Water Company Councilman Spillers then
approved the program for the 300 feet and stated further that he would work toward the
end that the balance of the area would eventual].y be improved. Then followed the dis-
cussion as to how soon this work could be comrnenced, it being the thought that this
should not supersede projects now underwa,y such as the turfing of Goodwin chool which
is now being handled by the Park Department. Motion carried unanimously.
Councilman Royer then moved that the sum of 1029.'7g be appropriated from the Capital
Budget, seconded by Councilman Spillers it being understood that the Hetch Hetchy people
would do the necessary grading thus eliminating 960.00 from the total estimate.
Motion carried. Ccuncilman Herkner moved that the City Manager meet with the San Fran-
cisco Water representative and request that steps be taken to abate the weeds graded
to eliminate water holes and in general clean up the bad situation which now exists .
Motion seconded by Councilman Royer and carried.
PLANIVTING COMNIISSION'S RECQNNIENDATION APPROVING ANNEXATION OF PROPERTY FACING CANYGN ROAD,
FRONi CI7'Y LIMITS TO OAK KNOLL DRIVE. Councilman Spillers moved approval of recommen-
dation of Planning Commission, seconded by Councilman Royer. Mayor Granger reported
that he had been informed that another petition was in the process of being circulated
in the adjoining territory.
Mr. Perry Bygdness advised that Upland Road area had not been included for the reason
that insofar as sewers were concerned this would present another engineering problem.
He stated further that he would be very pleased to have this area come in at the same
time if the sewer problem could be worked out. City Engineer Jain was of the opinion
that the area should be more carefully studied there being several problems concerning
the sewers to be ecnsidered. Mr. Bygdness stated that an engineer had checked the
situation and he was satisfied that the area under consideration can be sewered and '
drained toward Jefferson Avenue. '
Mayor Granger stated his opinion that the City must take some responsibility in supply-
ing sewers large enough to take care of additional area if we expect to encourage
annexation. City Engineer Jai.n was still of the opinion that there was a limit to the
swer capacities however Councilman Royer stated that the City would have to take
care of this situation eventually, therefore, now would be the time to undertake this
- „..,.,...r....a .a
