Motion carried. <br /> Councilman Royer discussed the situation in the Emerald Lake area in which the County <br /> Health Department had served notices to abate sanitary nuisances. These people would not <br /> want to go into an assessment district if they are forced to spend considerable money for <br /> ,,.� new septic tanks . In his opinion it would be in order for the City to contact the Health <br /> � Department in an effort to coordinate the program and a11ow sewer connections , especially <br /> for areas within 500 or 600 feet of sewer lines. These people might be interested in <br /> petitioning annexation rather than heavy expenses noted above. <br /> �.�� <br /> APPLICATION FOR U�ED CAR PERr��'IT, W. H. SMITH at 145C El Camino Real . Use Permit approved by <br /> the Planning Commission. Mr . Walter H. Smith of 626 Bucke�-e Street appeared before the <br /> +�_. <br /> Council regarding his request for a used car dealers permit. City Clerk Dod�e has pub- <br /> lished notices as required by Ordinance No. 593 and the date of public hearing has been <br /> set for March 8th. Mr . Smith explained that he was unable to proceed under the circum- <br /> stances but was informed that there appeared to be no objections to the permit unless his <br /> past record wo�ld prove to stand in the way. <br /> COMMUNICATION Or THE PENINSULA PAINTING CONZ'RACTORS ASSOCIATION was read by the Clerk solicit- <br /> ing the business of painting electroliers for paint contractors instead of continuing <br /> the present practice of painting by City employees . City Manager Rolison received four <br /> quotations from local contractors running from �'].90 to approximately ;p12 .00 each which <br /> quotation covered wire brushing� �rime coats and one or two coats of paint. City Engineer <br /> Jain was of the opinion that our own maintainance crews could take better care of elec- <br /> �' troliers because of the fact that condition of electroliers was of different degrees , <br /> ��� some in fair condition� some in good condition� and it would be difficutl to establish <br /> a price because more work was necessary on some than on others . After considerable <br /> discussion, City Manager Rolison recommended continuation of our present practice as in <br /> his opinion it was in the interest of tax payers so to do. Based on the recent quotation <br /> at the lower price offer the cost to paint 1000 electroliers would approximate ��,000, <br /> which appropriation was not included in the budget. He also stated that the men doing <br /> this work were full time employees and should the jobs be contracted these men could not <br /> be laid off, therefore, they would have to be used in another type of work. Councilman <br /> Jones moved that the City Manager' s recommendation be accepted, seconded by Councilman <br /> Royer who stated that the Council could do nothing but accept the City Manager ' s recom- <br /> mendation eben though they would favor letting out the work to contractors if such would <br /> ,,,�,. prove feasible. Councilman Royer stated further that if the contractors can convince <br /> �� <br /> the City Manager that they could do the work economically and at a savings to the tax <br /> payers he felt sure that arrangements could be made. In reply to comments to painting <br /> contractors present� it was agreed that the City Manager would advertise for bids when- <br /> ,.._� <br /> ever possible. Motion carried. Councilman Royer then moved that the City Council go on <br /> record as facoring the letting out of contracts whenever feasible to do so� seconded by <br /> �� <br /> Councilman Herkner and carried. <br /> PLANNING COMf��IISSION RECOMMENDATION APPRCVING APPLICATION OF SIMON PETERS TO RESUBDIVIDE WLY <br /> 1/2 of Lot 9 � Block 18� OAK KI��OLL MANOR (Hillcrest and Upland Road) into three lots , <br /> subject to four conditions . Mrs . Raymond Spangler addressed the Council and commented <br /> that the Planning Commission had handled this matter wihtout a public hearing. She <br /> stated that she would like to hear more about opening up the street. It was noted that <br />
