4 <br /> Avenue, presented a petition containing approximately 100 nar.-,es protesting this re- <br /> zoning, however� it developed that the greater portion of the signatures covered <br /> residents outside the 300 foot radius . Motion carried. <br /> Mr . Jack Perrins , 3221 Jefferson Avenue� addressed the Council regarding the portion <br /> of the petition within the 300 foot radius and was advised that these would be con- <br /> sidered and the petition would be accepted as a bcna fide petition. <br /> � <br /> PETITICN FCR STREET IPfPROVEMENTS, 600 BLOCK OF PINE STREET. A petition containing the <br /> signatures of approximately 100% of the property owners on the 600 block of Pine Street � <br /> requesting improvements was presented by Mr . William Benton. City Engineer Jain stated <br /> that it would be unsatisfactory to include this single block inasmuch as there is a <br /> definite drainage problem in this area and in his opinion the only solution would .be ""�' <br /> to undertake a complete storm drainage �rogram to dis�ose of storm waters in this area. �,.� <br /> After a thorough discussion as to possible ways and means to interest people in this <br /> area Councilm�.n Spillers moved that the City Clerk a nd the Engineering Department pre- <br /> pare a list of property owners , the Engineers to decide the area involved in the <br /> drainage problem� post cards to be mailed out setting the date for public hearing. <br /> Motion was seconded by Councilman Britschgi and carried . <br /> THREE RESTAURANT APPLICATIONS FOR THRIFTY DRUG STORES, 340 Terrace Shopping Center, Rosella' s <br /> 626 E1 Camino Real and Avenue Restaurant� 2219 Broadway. The restaurant applications <br /> were approved on motion of Councilman Britschgi , seconded by Councilman Spillers <br /> and carried. <br /> PLANNING COP�IMI�SION' S RE�UEST FOR COUNCIL POLICY IN INiPROVEMENT OF STREETS , ANNEXED TERRI- <br /> TORY. The Planning Commission requesting a policy to be used as a guide in the matter ,,,� <br /> of future annexations for divisions of small parcels � as follows : <br /> �� <br /> l. That as a requirement for the division of any parcel of land� the <br /> applicant be required to install full improvements � including <br /> sidewalks , curbs � gutters� and utilities. <br /> 2. Establish as a policy that all divisions of land in the so-called <br /> "Emerald Lake Area" install these facilities in addition to providing <br /> their share of land for the widening of the street right-of-way to <br /> minimum standard widths . (It should be pointed out to all parties <br /> seeking annexation what these requirements are . It could very <br /> easily affect their decision to annex) . <br /> 3. Establish as a policy the amount of roadway to be included in the <br /> annexation� i.e. full width� half width� or none at all. <br /> Councilman Jones was of the opinion that the Council should hesitate to set a hard and <br /> fast policy covering all divisions of property it being his opinion that each one <br /> should be considered on its own merits. Councilman Britschgi was of the same opinion <br /> and cited the Emerald Lake area which, becuase of its nature should be continued in- <br /> -�� <br /> sofar as it is possible country style. Councilman Royer moved the Planning Commission <br /> ._� <br /> be advised that the Council desires taking up each case individually and on its <br /> merits � motion seconded by Councilman Herkner and carried. <br /> FINAL PROGRESS PAYNIENT TO JOHN Q. ADANS FOR RE-ROOFII�TG RESERVCIRS No. 1 and No. 3. The <br /> final 10 percent, amounting to �2�3+6.83 was ordered �aid on motion of Councilman "'"'"' <br /> Spillers , s�conded by Councilman Herkner and carried. � <br /> WAR MEI�IORIAL CON�MITTEE REORGANIZATION, T. N. THCMFSON, SECRETARY. Communication from the <br /> War �emorial Committee established the following as present officers : Ferris Miles� <br /> Chairman, T. Iv. Thompson, Secretary.
