Nr. August Schwartz received immediate care and service at Sequoia <br /> Hospital by th.e emergency room nurse. <br /> � <br /> 2. Mr. Schwartz was not asked to fill in forms . He was asked for his signature. <br /> .�� <br /> 3. Mr. Schwartz was not told there was not doctor available . <br /> �.. Mr. Schwartz acted without proper authority in leaving Sequoia Hospital. <br /> 5. Dr. Clattenburg arrived at the hospital within a space of 15 minutes. <br /> b. Sequoia Hospital has two resident physicians, one of whom is on duty at <br /> all times. <br /> 7. That the policy and procedures in Emergency Room care as observed by the <br /> committee and outlined in hospital and medial staff policies are adequate, <br /> efficient and deservethe praise of' the community. The Emergency Room staff <br /> is capable and efficient and is doing an outstanding service. <br /> 8. That patients are under the care of' private physicians and as such the <br /> physician is responsible f'or their care. The hosvital. cannot practice <br /> medicine. �'de found a good state of cooperation exists between the hospital <br /> and medical staff insuring the best possible care to the patient. <br /> 9. On behalf of the committee we extend our apology to the Sequoia Hospital , <br /> Dr. H. E. Clattenburg, Board of Directors, the Administrator, the hospital <br /> staff and to the members of t he medical staff for the unfortunate and <br /> untrue remarks presented at the Council meeting on March l, 1954, in the "� <br /> case of August Schwartz. <br /> �.� <br /> 10. The committee feels that the fault lies in a lack of clear cut instructions <br /> from the City to its employees. V�;e recommend the City Manager be instructed <br /> to prepare instructions to city employees as to procedure in case of <br /> in�ury and that the instructions be distributed to all employees. <br /> After the reading of the committees recommendation, N!ayor Granger streniously objected <br /> to the item No. 9 above, relative to the proposed apology to the Sequoia Hospital, <br /> Dr. H. E. Clattenburg, Board of Directors, the Administrator, the hospital staff and <br /> to the members of the medical staff for the "unfortunate and untrue remarks presented <br /> at the Council meeting on March lst, in the case of August Schwartz". Vayor Granger <br /> stated he offered no apology for the actian of the Council meeting of March lst, that <br /> he had merely brought out the signed statement of the injured employee and had appointed <br /> a Council Committee to make a fair investigation and bring back recommendation. He had <br /> no objections to the f indin.�s of the committee but did insist that the injured employee ��-, <br /> and his witness should have been contacted. <br /> � � <br /> Mayor Gran�er's purpose in bringing this matter before the Council was to foster a <br /> better understanding between the City and tY?e employees and to set up procedures which <br /> would insure better han.dlin� of emergency cases. <br /> � <br /> Councilman Britschgi atated that they were not asked to contact the employ�ees but were <br /> ��► <br /> requested to investigate conditions which were discussed thoroughly downstairs before <br /> the Council meeting. He stated his opinion that nothing but good has come out of this <br /> investigation, that the City Manager was taking tre necessary steps to in.form the <br /> employees of the future policy to be followed. In his opinion the hospital organization <br /> was entitled to a clearance of charges obtained in the employees notarized statement. <br /> Councilwoman Tinney comtnented on the discussion held in the City Managerts office, it <br />
