In response to Council questions regarding what <br /> Tank Protect actually applied for, Mr. Zamoradi said they applied for "a new island <br /> and have to remove one tank, install a new tank, redo entire piping and put new <br /> monitoring system as a result of what had happened at the site." In response to <br /> questions regarding the absence of detailed construction drawings of the new island, <br /> Mr. Zamoradi said "this is very standard procedure in the industry. I have done this <br /> many, many times. You never put anything in your first page, which basically says <br /> what you are proposing, because the island is nothing but a piece of metal going on <br /> top.... The rest of it is the underground tanks which detail is there showing exactly <br /> how it is connected and the piping which is shown on the first page. So the piping <br /> and the detail are very clearly shown and the island is also properly shown and this is <br /> very, very standard procedure." <br /> In response to City Attorney Schricker's questions, Mr. Zamoradi said he was <br /> involved in the preparation of the plans and the environmental aspects of the <br /> remediation. He answered further that he was retained specifically to prepare plans <br /> - for the 3'd island and the plans show the dimensions of the 3'" island to scale for <br /> construction drawing purposes. Mr. Zamoradi said the islands were prefabricated, <br /> ordered and just put in place. <br /> In response to Council questions, Building Official LaTorra said if he had been <br /> checking the drawings and/or checking to see if a Permit could be issued "I would <br /> have asked for a lot more detail than what is shown on these drawings... There is a <br /> scale shown here, but there are no dimensions, no indication of any steel, no issues of <br /> disabled access requirements, no striping, no indication of type of pumps that go on <br /> the island, no electrical details on connections. What I have been told by our Plan <br /> Checker is that the applicant came in and submitted these drawings and told our Plan <br /> Checker that they were doing what has been called a tank remediation. That they <br /> were merely installing a new tank, and were installing the monitoring for the three <br /> tanks." In response to City Attorney Schricker's questions, Official LaTorra said the <br /> underground installation plans (tank remediation) were accurate and typical, and no <br /> more infonnation was needed on those plans. <br /> In response to Council questions regarding determination of what is a residential area <br /> and what is not, City Attorney Schricker cited Article 35 "service stations located in <br /> neighborhood commercial centers is one criteria, and sites that adjoin residentially <br /> ~ zoned, or residentially developed property. There are three criteria that would <br /> qualify. . ..
