Pastor Chuck Terrell, 3884 Autumn Drive, Redwood City, described the program <br /> "Common Ground" and distributed brochures to the Council. He said students will write <br /> essays on "The Ethos of American Government" and seek endorsements from local, state <br /> and federal officials which will qualify them for a $500 scholarship.
