Redwood City Police Officer Ray Fowler read a letter expressing his frustrations at the <br /> lack of progress in salary and benefit negotiations between the City and the Police <br /> '-' Officers Association. <br /> C. Don Saye, 2021 Broadway, Redwood City, praised the founders of the Optimist <br /> Children's Christmas Parade, the Civic Cultural Commission, Virginia Ball, Dr. Fillipi <br /> and himself. He thanked the 20 youth groups and 200 participants of the parade, PCA <br /> participation and Parade Chainnan Steve Penna. <br /> D. Pastor Chuck Terrell, 3884 Autumn Drive, Redwood City, described the program <br /> "Common Ground" and distributed brochures to the Council. He said students will write <br /> essays on "The Ethos of American Government" and seek endorsements from local, state <br /> and federal officials which will qualify them for a $500 scholarship. Pastor Terrell asked <br /> Council to support this program when students seek their endorsements next year. <br /> ------------------------------------------------------------------------------------------------------------------------- <br /> 2.
