He said the recommended Plan was <br /> prompted by the State of California requirements which mandate the adoption of a process <br /> -. relating to the identification, recordation and management of historic resources (in light of <br /> the Main and Middlefield Road project experience.) <br /> Director Jany described CEQA regulations, and the requirement that projects be reviewed <br /> for impact on cultural resources. He said establishing a Cultural Resources Management <br /> Plan was a process between the developer and the City to meet certain criteria that would <br /> meet CEQA mandates, protect cultural resources, provide infonnation to the developer and <br /> the City, but would not cause delays in construction. He added that in some cases this Plan <br /> could take the place of a Negative Declaration Report. Director Jany described the plan <br /> including the background research component which includes: <br /> 1. A records search conducted by the Northwest Infonnation Center of the California <br /> Archaeological Inventory; <br /> 2. Interview of persons knowledgeable about the history of the site; and <br /> 3. A review of maps archived at the local history room of the Main Library and other <br /> historical data contained in the Redwood City Inventory. (Responsibility: The <br /> Developer.) <br /> In response to Council questions, Director Jany advised that the proposed plan was <br /> specific to this site but would be the foundation for future Management Plans on other sites <br /> '-' (which meets CEQA requirements) and that the developer of this site had agreed to the Plan <br /> as submitted. <br /> MEMO 12/10/96 <br /> In response to Council questions, Director Jany advised that all development sites in the <br /> City would not automatically be subject to a Cultural Resources Management Plan process. <br /> However, ifit was detennined from its obvious location or if "discoveries" were found on a <br /> construction site, adoption of this Plan would put in place a process that would easily <br /> address the State's requirements and preserve the historic and cultural resources of <br /> Redwood City. <br /> At this time Mayor Hartnett called upon Historic Resources Advisory Committee <br /> Chairman RolandelIi and Committee Member Graves <br /> Chairman Rolandelli said this Plan was specific to the project at 1991 Broadway. "We <br /> see this as a blueprint that can be used for other sites identified as archeologically sensitive <br /> areas."
