<br /> In response to Councilwoman Howard's concerns regarding No.2 (see above), Chairman <br /> Rolandelli advised that the intent was to have an HRAC member be interviewed and <br /> agreed that time frames could also be added. <br /> Mayor Hartnett suggested that the words "as approved by staff and within a time period <br /> designated by staff' be added to No.2. Chainnan Rolandelli and Members Graves and <br /> O'Brien (in the audience) agreed that wording was consistent with the intent of the <br /> Committee. (1) <br /> MEMO 12/10/96 <br /> Councilman Ruskin thanked the Committee and staff for responding so quickly to this <br /> situation with a full proposal rather than addressing the issue on an ad hoc basis. <br /> Councilman Ruskin suggested the following wording be added to Item b) Observation by a <br /> Qualified Archaeologist: "That the work could be halted for only a specific amount of <br /> time, and the Findings given to staff which would then make a detennination to either <br /> endorse, modify or override. In addition to that, with the last sentence.... That the <br /> Archaeologist would develop a list with deliberate speed, and submit it to staff for <br /> approval, modification or denial." Councilman Ruskin said his purpose was to "give some <br /> time limits and to state that the infonnation will be given to staff who will then make a <br /> judgment.... Then, it doesn't appear so open-ended or so ambiguous." (2) <br /> Mayor Hartnett suggested wording that "the work would be halted or delayed for such <br /> time period and for such purposes as directed by staff" which would allow staff the <br /> flexibility to direct work at one part of the site and not on another to allow the project to <br /> continue without compromising the integrity of the project nor the historical findings. <br /> Mayor Hartnett said the current Cultural Management Plan was designed for the 1991 <br /> Broadway site, and future Plans would be specific to other sites. Mayor Hartnett suggested <br /> the wording should be kept general, "The work would be halted or deferred as directed by <br /> staff and for such periods as directed by staff. Have it that general for now and await a <br /> specific recommendation later." (3) <br /> MEMO 12/10/96 <br /> Councilman Ruskin suggested wording to be added to the fmal sentence: "The <br /> Archaeologist would then develop a list of recommended mitigation measures to be <br /> submitted to staff for consideration."
