number designation of the upstream and downstream manholes of the section being surveyed, and a
continuous forward and reverse read-out of the camera distance from the manhole of reference.
At the beginning of each manhole the footage counter shall be set at zero to accurately document the
distance within the sewer line.
A primary goal of this inspection program is to accurately determine the quantity and location of the
building laterals or side sewers and the existing pipe conditions that appear unusual or uncommon to a
good sound sewer. The operating technician shall provide a verbal description and have control of the
movement of the television camera at all times. This may be accomplished by means of remote control
winches or by telephone or other suitable means of communication between the winches at either end of
the manhole section being surveyed. The travel speed of the camera shall be uniform and shall not
exceed 30 feet per minute or as would result in video that could be comfortably viewed. Any means of
propelling the camera through the sewer that would exceed this rate of speed or produce non-uniform or
jerky movements will not be acceptable. The operating technician shall at all times be able to move the
camera through the line in either direction without loss of quality in the video presentation on the monitor.
The picture at all times shall be free of electrical interference and provide a clear, stable image of the
resolutions specified.
If during the inspection operation the television camera cannot pass through the entire sewer section due
to an obstruction other than roots or grease, CONTRACTOR shall set up his equipment so that the
inspection can be performed from the opposite manhole (reverse run). If, again, the camera fails to pass
through the entire pipeline section, the inspection shall be considered complete and no additional
inspection work will be required. The CONTRACTOR will be paid only the amount of lineal footage that
was inspected.
PACP pipe ratings shall be included for each pipe segment inspected. All videos shall be of good quality
MPEG-4 format and shall clearly show the above stated conditions. The date, identification of sewer
section by upstream and downstream manhole locations, and footage shall be displayed on the video
data view at all times.
The inspection will be recorded digitally to an external hard drive and shall become property of the City.
At the beginning of each inspection, the information of the inspection shall be displayed in the following
PACP format:
A. Surveyed By
B. Street
C. Locations Code
D. Direction of inspection
E. Pipe material
F. Pipe diameter
G. Length of reach to be televised
H. Manhole number from which the camera is traveling
I. Manhole number to which the camera is traveling
J. Pipe ID
K. Inspection Time/Date
In addition, each recording shall continuously display the following information:
A. City
B. Number of the manhole from which the camera is traveling
C. Number of the manhole to which the camera is traveling
D. Direction of flow(indicated by arrow)
E. Date of recording
F. Pipe diameter
G. Pipe material
H. Footage
ATTY/AGR/2014.047/PROFESSIONAL PIPE SERVICES
REV:04-10-14 VR
