7.1.F. - Page 120 <br /> order to perform a combination of that Owner's Units, subject to the terms of this Section 7.32. <br /> Before the Board shall consent to any such combination (except for combinations accomplished by <br /> Declarant prior to the conveyance of all Condominiums which shall not require Board approval), it <br /> shall first receive and give its approval of: <br /> (a) Architectural plans; <br /> (b) A certificate of a structural engineer licensed in the State of <br /> California and approved by the Board stating that those portions of the Common Area affected by <br /> the proposed combination are not required for structural support; <br /> (c) A bid by a contractor licensed in the Stale of California and <br /> approved by the Board setting forth the cost to make the proposed combination and the time within <br /> which the combination could be completed; <br /> (d) A bond naming the Board as an obligee (or other security <br /> approved by the Board) to assure the prompt completion of the combination in a workmanlike <br /> manner free of mechanics liens; <br /> (e) Evidence of receipt of all required building and other <br /> governmental permits required for the construction; <br /> (f) A certificate of an electrician and/or plumber, as applicable, <br /> licensed in the State of California setting forth in detail the effect the proposed combination would <br /> have on any plumbing and wiring within the Common Area to be affected by the proposed <br /> combination; and <br /> (g) Any other reasonable requirement of the Board. <br /> The Owner of such combined Units shall be entitled to the votes and shall be obligated to pay the <br /> Assessments on each of the owned Units in the same manner as if they had not been combined. <br /> The Owner of such Units that are to be combined shall have an easement over the Common Area <br /> boundary walls and bearing walls for the purpose of causing such Units to be combined. The <br /> Board shall permit reconstruction of such Units as independent Units in conformance with the <br /> Condominium Plan upon the Board's receipt and approval of items (a) through (g) above relating <br /> to such reconstruction, No Unit shall be independently conveyed, leased or transferred as an <br /> independent Unit unless and until such reconstruction has been accomplished. <br /> 7.34. Use of Balconies, Patio Areas, and Courtyards: No activities shall occur on any <br /> Balcony, Patio, or other deck, patio area or courtyard, including any common courtyard or other <br /> such area shared by all Owners, which will cause a disturbance to Owners or occupants of other <br /> Units. There shall be no use of barbeques or other outdoor cooking on any private Balcony or <br /> Patio areas, or any common courtyard other such areas shared by all Owners, except in <br /> accordance with the Association Rules. <br /> A. Each Owner shall, at all times, keep that Owner's Balcony or Patio area <br /> free and clear from debris and maintain it in a neat, clean, attractive, safe and first-class manner. <br /> No owner shall leave any personal items on any common courtyard or other such area shared by <br /> all Owners when that Owner is not present. In recognition that Balconies and Patio areas may <br /> have open decking to allow for proper drainage, or may be situated such that runoff from said area <br /> may drain onto the Common Area, an Owner shall not be responsible to any other Owner or the <br /> Association for the unintentional spillage of water or other inoffensive or non-harmful material from <br /> that Owner's Balcony or Patio area through such open decking or drainage; provided, however, <br /> that an Owner shall not allow excessive amounts of water to pool or collect upon, spill or drain <br /> from that Owner's Balcony or Patio area. Owners shell keep water collection basins underneath all <br /> plants located in Balconies and Patio areas in order to prevent water from leaking from such plants <br /> onto or from the surface, of the Balcony or Patio area. <br /> B. Balconies and Patios shall not be used for storage of bicycles or any other <br /> items. Balconies and Patios shall not be used for the drying of clothes. No clotheslines shall be <br /> permitted on any Balcony or Patio. The flooring of Balconies and Patios shall not be punctured in <br /> any way. Nothing shall be attached or otherwise connected to the flooring of any Balconies and <br /> Patios in such a manner as that causes the flooring of the Balconies and Patios to be pierced or <br /> punctured. <br /> 7.35.
