�. Wo�ic with CITY and Contractor to maintain use of existing facilities that are affeded by the canstruction, to minimize the disruption to the existing facilities and to have their caMinued use during the canstruction af the praject. This includes all phase of construction and delivery of materials. 2. Monitaring of canstruction costs and progress payments, CM services shall include but are not limited to the following: a. Provide and maintain project level reports fo� budgeting and contingency tracking; contract payment status; cash flow forecasting and analysis; graM documentation; and other �nancial reporting as necessary to support the CITY's accounting needs. CM shall maintain records reflecting the actual costs for activities completed or in pragress, including recards relating ta work performed on a unit cost basis and additio�al wo�ic perfom�ed by the Contractor on a time and materials basis. CM shall monitor and advise the CITY of costs pertaining to patential, pending and completed changes; and potential or pending claims. b. Qevelop a procedure for submittal, review and proc:essing of the pmgress payments to Contractor, along with associated forms and reparting systems. CM shail review progress payment applications and work with Contractor to achisve agreement on the progress paymsnt amount. CM will verify that the "as built" check set of plans by the Contractor are updated prior to approval of progress payment being submitted to the CITY. CM will require Contractor to pravide a corxfitional waiver and release for progress payments and a final release and waiver for#he final payment. CM will certify that the data in each application for progress payment is to the best af CM's knowledge, information and belief, the work has progressed ta the point indicated in the applica�ion for pragress payment and the quality of the work is generally in acc:ordance with the contract documents. CM's review of application fo� progress payment shall be undertaken and completed in a timely manner so that the CITY can meet its obligations to make progress payment due Contractor within the time permitted by applicable law without incuRing interest liability or other penatties/liabilities. CM shall also verify the progress payment satisfies any grant requirement. 3. Substantial completion and final campletion, CM services shall include but are not limited to the fallowing: a. Consult with the design consultants and CITY to jointly ascertain the achievement of substantial completion of the project. If upon inspec#ion of the project substantial compfetion has not been achieved, the CM will assist the design consultant in noting the conditions of the work and the measures necessary far the Contractor to achieve substantial completion. Upon determining that the Contractor has achieved substantial completion the CM wil! c,00rdinate the C{TY's and design consultant's final inspection of the work to note punch list items to be completed by the Contractor as a condition to achieve final campletion. b. Assist the CITY in issuing a certifi�cate of substantial campletion and final completion, as applicabfe. 4. Progress Recards, CM senrices shall include but are not limited to the following: a.
