<br /> I I I I . <br /> <br /> Councilwoman La Berge announced the new officers of Redwood City International: <br /> --- President, former Mayor Dani Devincenzi; Vice President, Andy Frisch of Kainos; <br /> Secretary, Pat Valentine; and Treasurer, Joe Loo. Councilwoman La Berge invited <br /> everyone to the membership mixer on February 21 in the Community Room of the Main <br /> Library, 1044 Middlefield Road. She explained that Redwood City has one sister city, <br /> Zhuhai, China, and is currently looking for another sister city in Mexico. <br /> Councilwoman La Berge announced that a delegation ITom Zhuhai will visit in March and <br /> will be made up of 27 business men and women, mostly realtors and hotel managers. In <br /> April there will be a delegation of 17 distinguished women ITom China, mostly educators <br /> and Council members. It will be a very special event. She announced that recently <br /> Redwood City representatives met with neighboring cities with sister cities: Millbrae, <br /> Pacifica, Brisbane and Palo Alto, and there will be a California sister city conference in <br /> Bakersfield in April and Redwood City will send at least one delegate. <br /> Councilwoman La Berge said that the Committee's search for a sister city in Mexico is <br /> continuing, and Dr. Olivia Martinez, Vice President of Canada College, had been named <br /> as head of that committee. Dr. Martinez has already contacted the four cities singled out as <br /> prospects. Councilwoman La Berge said that Redwood City International believes it would <br /> be extremely important for any City to be considered as a sister city to have a committed <br /> citizens committee in place to handle all the work and special arrangements required by <br /> sister city relationships. <br /> - <br /> B. Report ITom Council Legislative Committee - Prevailing Wage Resolution - Councilman <br /> Claire. (205) <br /> Councilman Claire apologized to Councilman Leipzig, member of the Council Legislative <br /> Committee, the City Attorney and City Clerk for not knowing the new procedure to call a <br /> Council Committee meeting, thereby causing a late notice to Councilman Leipzig who was <br /> unable to attend last Friday's meeting. <br /> Councilman Claire said he and Councilwoman Buchan, the other member of the <br /> Legislative Committee, met with the City Attorney to discuss a resolution to confirm <br /> support of the Davis Bacon Act. Councilman Claire acknowledged Councilman Leipzig's <br /> request to postpone a decision on this matter, but explained that the hearing by the <br /> Department of Industrial Relations to consider the position of cities and other jurisdictions <br /> on this matter will occur February 20, 1996 and the Council will not meet again until <br /> February 26, so this was the last opportunity for Council consideration. <br /> Councilman Claire, by way of background, said the Davis-Bacon Act was enacted in the <br /> late 1940's to prevent individuals ITom using non-union labor and basically try to break the <br /> unions, especially in the construction industry.
