<br /> Redwood Shores using federal funds at a greatly reduced interest rate needed the City's <br /> name on the loan. The developer was supposed to abide by the Davis-Bacon Act. <br /> However, the development used out of state or out of country laborers. Local workers were <br /> not employed on the project and there was an enormous amount of poor craftsmanship in <br /> the building itself. One 18 year old man ITom Mexico lost his life on the project because of <br /> safety violations, and "it was a mess." After that experience Councilman Claire said he <br /> became a proponent of prevailing wages because it ensures safety and good quality in the <br /> workplace. <br /> TITLE READ. MIS: CLAIRE/BUCHAN <br /> RESOLUTION NO. 12699 CONFIRMING SUPPORT OF DAVIS-BACON PREVAILING <br /> WAGE STANDARD <br /> Councilwoman Buchan, Legislative Committee member, stated it also took her a while to <br /> become a convert and support the Davis-Bacon Act, but she now believed requiring <br /> prevailing wages ensures quality and fairness. <br /> Mayor Hartnett expressed his support for the resolution stating he knew the history <br /> connected to prevailing wages and the proposed resolution would be a reaffirmation of <br /> Council's existing policy. Mayor Hartnett said the policy had been successful in Redwood <br /> City and it had made a difference in quality and construction. <br /> Councilman Leipzig said that he had asked for assignment to the Legislative Committee <br /> and looked forward to serving on it. He felt it was unfortunate that a procedural mistake <br /> occurred that had prevented him ITom attending the Committee meeting last Friday. <br /> Councilman Leipzig said he had not had time to study the City's prevailing wage policy nor <br /> any of the background material. He stated "given the mix-up of this situation, and (the fact <br /> that) this issue is not going to be a life or death situation for the City....! respectfully <br /> request, since that it is the case that we are not spending funds nor authorizing agreements, <br /> that my Council colleagues would respect me on this one and postpone a vote to the next <br /> immediate Council meeting....as a personal favor, since I was not allowed to be a part of the <br /> (Committee) discussion." <br /> Mayor Hartnett said, with all due respect to Councilman Leipzig's position, had this issue <br /> come directly to the Council rather than to the Council Legislative Committee first, his vote <br /> would have been the same, and because of the timing "it doesn't make sense to vote unless <br /> we vote tonight."
